Dear Readers, This issue of LawtrendMonitor presents a review of the situation with freedom of association and the situation of civil society organizations for May 2024. It traditionally contains information on new normative legal acts adopted in the Republic of Belarus and related to civil society organizations. You can learn about the ongoing legal monitoring of the law on appeals from citizens and legal entities.
Situation of civil society organizations
1. Lawtrend experts have prepared an overview of the situation with freedom of association and legal environment for civil society organizations in Belarus in May 2024. It is available on the Lawtrend website.

2. The Resolution of the Ministry of Health of the Republic of Belarus dated 6 May 2024, No. 85 amended the Instruction on the procedure for mandatory and extraordinary medical examinations of people in work approved by the Resolution of the Ministry of Health of the Republic of Belarus dated 29 July 2019, No. 74.
The Resolution is to come into force on 1 July 2024.
3. The Resolution of the Council of Ministers of the Republic of Belarus No. 349 of 16 May 2024 “On Transportation Service for Social Service Recipients” approved the Regulation on Transportation Service for Social Service Recipients.
The Resolution will come into force on 1 July 2024.
4. The Resolution of the Council of Ministers of the Republic of Belarus No. 363 of 23 May 2024 amends the Resolution of the Council of Ministers of the Republic of Belarus No. 1031 of 28 December 2017 “On Issues of the State Social Procurement in the Field of Conducting Preventive Measures to Prevent the Spread of Socially Dangerous Diseases, Human Immunodeficiency Virus”.
5. The Resolution of the Council of Ministers No. 365 of 23 May 2024 amended a number of government resolutions on natural resources management.
It is to enter into force on 9 June 2024.
6. The Resolution of the Council of Ministers No. 392 of 29 May 2024 approved the international technical assistance (ITA) projects:
“Improving the national infrastructure of radiation monitoring and emergency response system”, its coordinating and supervising body is the Ministry of Natural Resources and Environmental Protection;
“Strengthening the regulatory infrastructure in the field of nuclear and radiation safety at the initial stage of a nuclear power plant operation”, its coordinating and supervising body is the Ministry for Emergency Situations.
The resolution entered into force on 29 May 2024.
Legal monitoring of the law on appeals from citizens and legal entities.
7. The National Centre for Legislation and Legal Research of the Republic of Belarus (NCLLR) is conducting legal monitoring of the law on appeals from citizens and legal entities.
Within the framework of the legal monitoring, all interested persons are invited to submit information and proposals in a special topic on the Law Forum of Belarus from 20 May to 10 June 2024, including those concerning:
relevance of legal regulating public relations by the law on appeals from citizens and legal entities, outmoded or ineffective legal norms;
gaps, collisions and other legal uncertainty, internal contradictions in the law on appeals from citizens and legal entities, the presence or absence of uniform practice in the application of the law;
blanket rules contained in the law on appeals from citizens and legal entities which were not implemented in the legislation, redundancy of such norms;
positive and negative consequences of the adoption and application of the law on appeals from citizens and legal entities;
the need to amend the law on appeals from citizens and legal entities (if possible with specific proposals and (or) expressions).
